You can change icons' colors in Adobe Illustrator without loss of images' quality.
If you want to change the sizes but you don't have Illustrator, you can do it in Photoshop. Just use EPS file for that.

*NOTE: when you open EPS file in Photoshop, just write the size and resolution you want to get, in the 'Rasterize EPS format' box. Also, don't forget to put the check-marks in the 'Anti-aliased' and 'Constrain Proportions' boxes.
