1. just place overlay over your photo and set the layer mode to SCREEN
2. set size and position properly
3. if you need more intense effect - you can play with Brightness/Contrast mask
4. if you need to change color of bokeh, you can play with Hue/Saturation mask
2. if needed - use eraser (or mask and soft brush) to clean for example facial parts etc.
3. merge layers and that's it! So simple.
